14. Realms and settlements
Built, with gaps Geography and Polity Module – Specification §2–3; Lore §9–11.
Realms grown on the map or from the culture history; districts read from their zones; changing who holds what; natural barriers and crossings; settlements as subzones. New: titles written into realms, territories and districts; cities with populations and roles; wars recorded with battles and fronts, and the map over time from the snapshots.
Still to build Settlements that grow and roads on the zone map
The settlement layer is still the first form: settlements do not grow or shrink, and the routes of the trade layer join cities at the region scale, not the roads of a zone map.
